ILLEGAL DOWNLOADING : HADOPI AND YOU
You can consider that you are downloading illegally when you are sharing files on the web without the consent of copyright holder by using software. In France the HADOPI Law or Law on Creation and Internet aims to avoid sharing of files when it infringes the author’s rights. This law of June 2009 creates a “High authority for broadcasting works and protection of rights on the Internet”. It has been followed then by HADOPI II that focuses more on hacking by electronic means.

ð What are the opinions of net surfers? Are they for or against HADOPI?
ð Why HADOPI isn’t unanimous in France?
On the side I understand the distress of the industries of the entertainment in front of illegal downloading. But for me on the other hand it is not because we prevent a person from downloading that she is going to buy more. Moreover many people abuse of the download and they will not necessarily be punished.
The Generation Y toward illegal downloading and HADOPI:
ð What is the rate of young French people who download illegally?
ð Is the HADOPI Law efficient to the young generation? Did they reduce the frequency of their illegal downloading after the passing of the bill?
ð What are the different solutions found by surfers to continue to hack movies and music content?
Conclusion:
To conclude the illegal downloading is still an arm wrestling between the young generation, the government and also all those artists who signed petition against illegal downloading. Lately we notice since the passing of the new bill Hadopi the young generation become more “stubborn”. But up until now the future of this law and the illegal downloading is very uncertain. The hope is to find a balance between the 2 parts.

- Controversy of HADOPI’s Law :
1) Internet users are against the HADOPI law. They immediately expressed their desagreement by hacking into a governmental website, showing that whatever the government does, Internet users will always be stronger.
- The Generation Y toward illegal downloading and HADOPI:
1)Illegal downloading is not very spread in France yet. Just 15 to 20% of the young French people download illegally.
2) No, it seems that the law has the oposite effects on internet users. Instead of reducing the frequency of illegal downloading, it seems that since the law passed illegal downloading has grown.
3) Despite the law, surfers want to continue to hack movies ans films. So more and more surfers give up peer-to-peer to take an interest in streaming and direct-downloading.

- This law is supposed to fight against an international problem: the illegal downloading.
Controversy of HADOPI's law:
- Net surfers are against this law. They consider that the law could never pass and be accepted by any person who surfes on the internet. They want to show the government that, whatever they do, the net surfers master better the Internet as the government. So, the law won't be useful, because net surfers can do whatever they want in spite of the HADOPI's law.
The Generation Y towards illegal downloading and HADOPI:
- 15 to 20% of young people download musics or videos illegally. This rate falls to 6% concerning video games, and it rises to 14% for the movies downloading.
- The law isn't efficient to the young generation. In fact, they didn't reduce their frenquency of illegal downloading: many of them declare that the law is unuseful, and that in spite of the law, the net surfers will find a way to get around. They are aware of what they risk by downloading, but nevertheless, they do it.
- Net surfers find new ways to get around the law. They more and more give up peer-to-peer downloading, to prefer streaming and direct-downloading.
